Where to Live in New York to Avoid NYC Taxes?

If your goal is to stop paying New York City’s income tax, any of the 57 counties outside the five boroughs will do it, but the cleanest places to live in New York to avoid NYC taxes are the ones that also sit outside the Metropolitan Commuter Transportation District and carry low property and sales tax rates. Saratoga, Warren, and Washington counties check all three boxes. Westchester, Nassau, and the lower Hudson Valley eliminate the city income tax too, but you keep the regional transportation surcharges and, in one Westchester city, a separate local income tax of your own.

What You Actually Stop Paying

New York City is one of the few cities in the country that charges its own personal income tax on top of the state’s. For 2026, the rates run from 3.078% on the lowest bracket to 3.876% on taxable income above $50,000 for single filers (or above $90,000 for joint filers).1New York State Senate. New York Tax Code TAX 1304 – Rate of Tax On a $200,000 salary, that surcharge alone costs roughly $7,000 a year. On $300,000, it’s closer to $11,000. Every one of the 57 counties outside the five boroughs is free of this tax.2The State of New York. Counties

You owe the NYC tax if you’re domiciled in the city or if you keep a permanent place of abode there and spend more than 183 days inside city limits during the tax year.3New York Codes, Rules and Regulations. 20 NYCRR 105.20 – Resident Individual Moving mid-year means filing Form IT-203 as a part-year resident so the city tax applies only to the months you lived in the city.4New York State Department of Taxation and Finance. Form IT-203 Nonresident and Part-Year Resident Income Tax Return

You also drop the city’s combined 8.875% sales tax rate, which includes a 4.5% local rate and a 0.375% Metropolitan Commuter Transportation District surcharge.5NYC311. Sales Tax

What Still Follows You

New York State’s income tax applies everywhere in the state. The top marginal rate hits 10.45%, rising to 11.70% on income above $25 million.6New York State Department of Taxation and Finance. New York State Withholding Tax Tables and Methods Moving from Manhattan to the Hudson Valley or the Finger Lakes doesn’t touch this at all. The savings from relocation are the city layer, not the state layer.

Yonkers Is Not a Clean Break

Yonkers sits right on the Bronx border and feels like a natural first stop. The catch: Yonkers imposes its own resident income tax surcharge of 16.75% of your net state tax liability.7City of Yonkers. Yonkers City Code Article IX – Income Tax Surcharge, Section 15-111 That’s 16.75% of what you owe New York State, not of your income. On a $150,000 salary with a roughly $9,000 state tax bill, the Yonkers surcharge adds about $1,500. It’s smaller than the NYC tax, but it’s the only city in Westchester County that carries this extra layer, and most people moving there don’t know about it.

The MCTD: Why Westchester, Nassau, and the Lower Hudson Valley Only Half-Count

The Metropolitan Commuter Transportation District covers twelve counties in and around New York City. Zone 1 is the five boroughs. Zone 2 picks up Westchester, Rockland, Nassau, Suffolk, Orange, Putnam, and Dutchess counties.8New York State Department of Taxation and Finance. Metropolitan Commuter Transportation Mobility Tax Living inside the MCTD means you still pay the 0.375% sales tax surcharge on local purchases, and if you’re self-employed you owe the Metropolitan Commuter Transportation Mobility Tax on your business income.

The most popular suburban escape destinations all sit inside this district. You lose the city income tax by moving to any of them, but you keep the metro-area transportation taxes. Getting outside the MCTD boundary is what delivers the clean break.

Where the Math Works Best

Property taxes are the biggest ongoing cost outside the city, and the full-value rates per $1,000 of assessed value vary dramatically from county to county.9New York State Department of Taxation and Finance. Overall Full-Value Tax Rates by County The counties with the lowest overall rates include:

  • Hamilton County: $16.10 per $1,000 (roughly 1.6% effective)
  • Warren County: $17.10 per $1,000
  • Suffolk County: $18.90 per $1,000
  • Saratoga County: $19.80 per $1,000

Compare that to some upstate urban counties where rates exceed $40 per $1,000, and the difference on a $400,000 home is thousands of dollars a year.

Sales tax tells a similar story. The state’s base rate is 4%, and each county adds its own on top.10New York State Department of Taxation and Finance. Find Sales Tax Rates Saratoga, Warren, and Washington counties each carry a combined rate of just 7%, nearly two points below the city.11New York State Department of Taxation and Finance. New York State Sales and Use Tax Rates by Jurisdiction (Publication 718) On a $40,000 vehicle, that difference saves roughly $750. New York uses destination-based sourcing, so the rate at your delivery address is the one that applies to online purchases too.

Three regions stand out when you overlay the data:

The Capital Region (Saratoga County and Neighbors)

Saratoga County combines a low property tax rate, the 7% sales tax rate, and a location outside the MCTD. Warren and Washington counties, directly to the north, share the 7% sales tax rate and the MCTD-free status. For anyone moving upstate who still wants reasonable access to a city (Albany) and the metropolitan area by train, this corridor delivers the most consistent tax reduction across all three categories.

The Adirondack Counties

Hamilton County carries the lowest overall property tax rate in the state at $16.10 per $1,000. Warren County is close behind. These counties are rural, with limited commuting options to any major city, but if you can work remotely and want the lowest-cost footprint New York offers, this is where the numbers are.

Western New York and the Southern Tier

Percentage property tax rates in these regions often look higher on paper, but median home prices are among the lowest in the state. A $180,000 home taxed at $30 per $1,000 costs $5,400 a year. A $600,000 home in a Capital Region county at $20 per $1,000 costs $12,000. The percentage matters less than the check you write, and total dollar tax bills in western New York can be very low.

The Move Has to Be Real

New York’s Department of Taxation and Finance audits domicile changes aggressively, especially for high earners. Renting a place upstate or buying a weekend house doesn’t shift your tax home if your life still runs through the city. The burden to prove the change is on you.12New York State Department of Taxation and Finance. Nonresident Audit Guidelines

Auditors weigh five primary factors: how you use your New York home compared to any home outside the city; where you’re actively involved in a business; days spent at each location; where you keep items with personal or sentimental value; and where your spouse and minor children live. They also look at where you register your car, where you vote, which address appears on bank statements and legal documents, and whether you hold a Manhattan parking tax exemption.

If the move is genuine, treat the paperwork like a checklist. Update your driver’s license, register vehicles in the new county, transfer voter registration, move your primary banking relationship, and keep a log of days spent at each location. People who half-move and keep a furnished apartment in the city are the ones who lose these audits.

Remote Workers With a New York City Employer

If you keep working for a New York-based employer after you move, be careful about assuming the location change reduces your state tax exposure. New York enforces a convenience-of-the-employer rule: days you work remotely are still counted as New York workdays unless your employer requires you to work from a location outside the state for business necessity.13New York State Department of Taxation and Finance. TSB-M-06(5)I – New York Tax Treatment of Nonresidents and Part-Year Residents Necessity means something like the employer having no office space available for you, not that remote work is permitted or convenient.

Within New York State, this doesn’t change the picture; you owe state tax either way. The rule bites hardest if you were planning to establish residency in a no-income-tax state like Florida while keeping an NYC job. New York will keep taxing that salary, and the “very limited” exception standard means most remote workers lose these cases.

A Timing Note on the NYC Rate Itself

The elevated NYC personal income tax rates are scheduled to drop substantially for tax years beginning after 2026. The permanent rate structure in Section 1304 falls to a range of roughly 1.18% to 1.48%, less than half the current levels.1New York State Senate. New York Tax Code TAX 1304 – Rate of Tax The income-tax case for leaving the city gets weaker starting in 2027. Property tax and sales tax savings remain, and the MCTD and Yonkers math doesn’t change, but anyone deciding today based primarily on the 3.876% NYC rate should factor the scheduled drop into the calculation.
