Where to Mail Your NC Tax Return: Addresses, Carriers, Deadlines

If you’re mailing a North Carolina individual income tax return, the address depends on whether you’re getting money back or sending money in. Refund returns go to the North Carolina Department of Revenue, PO Box R, Raleigh, NC 27634-0001. Returns with a payment or a zero balance go to the North Carolina Department of Revenue, PO Box 25000, Raleigh, NC 27640-0640. Sending your return to the wrong box can delay processing by several weeks, so confirm which category you’re in before you seal the envelope.1NCDOR. NCDOR Mailing Addresses

If You Owe a Balance

Include Form D-400V, the individual income payment voucher, with a check or money order made payable to the North Carolina Department of Revenue for the exact amount due. Write the last four digits of the primary filer’s Social Security number and the tax year on the memo line so the payment is credited to the right account.2NCDOR. D-400V, Individual Income Payment Voucher If you’ve already paid online through the NCDOR website, you don’t need to send Form D-400V with the mailed return.1NCDOR. NCDOR Mailing Addresses

If You’re Using FedEx, UPS, or Another Private Carrier

Private delivery services can’t deliver to PO Boxes. Ship instead to the NCDOR street address:

The IRS keeps a list of approved private delivery services whose shipping date is treated as the postmark for timeliness. If your carrier isn’t on that list, your return counts as filed on the day it physically arrives at NCDOR, not the day you handed it over.3NCDOR. Amended Returns

To correct a return you already filed, attach Form D-400 Schedule AM to an amended Form D-400, along with any supporting forms and schedules for the items that changed. If the correction also affects your federal return, include a copy of federal Form 1040-X.5NCDOR. What to Put in the Envelope

Your main form is the D-400, available as either a web-fill or handwritten version on the NCDOR website.8NCDOR. 2025 D-400 Individual Income Tax Return Fill in Social Security numbers for every filer and dependent, and mark your residency status for the tax year.

Attach copies of all federal W-2 and 1099 statements that show North Carolina withholding. These back up the withholding totals on your return and keep it from getting hung up in processing. If you have a balance due, add Form D-400V and your payment.

Proof of Mailing If You’re Close to the Deadline

If NCDOR later disputes whether you filed on time, only three kinds of evidence count: proof of actual delivery, proof of proper use of registered or certified mail, or proof of proper use of an IRS-approved private delivery service.3NCDOR. TA-18-1 Timely Mailing of Returns, Documents, or Payments With certified mail, the postal registration date is treated as the postmark. A plain USPS Certificate of Mailing only proves you dropped the envelope off; it doesn’t prove the state received it.

Certified Mail with a Return Receipt gives you both a confirmed mailing date and a signed record of delivery, which is the safest option if you’re sending your return at the last minute. Keep a copy of everything you mail, along with your tracking number, until the return is fully processed.

Filing Deadline and Late-Filing Costs

The deadline for calendar-year taxpayers is April 15, 2026. A late return triggers a failure-to-file penalty of 5% of the net tax due for each month or partial month the return is late, capped at 25%.9NCDOR. Penalties and Fees Overview Unpaid balances also accrue interest at 7% per year for the first half of 2026, running from the original due date until the balance is paid.10NCDOR. Interest Rate for January 1, 2026 Through June 30, 2026 If you can’t pay in full, filing on time still avoids the 5%-per-month penalty and leaves you owing only interest.
