The Whittier Police Department issues a Whittier CCW permit to residents of Whittier and Santa Fe Springs under California Penal Code Section 26155, and because California is a “shall issue” state, the chief must grant the license if you meet every statutory requirement.1California Legislative Information. California Penal Code 26155 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person Budget around $600 in fees for a new permit and expect the process to take several months from application to issuance.
Who Qualifies
Five things have to be true before Whittier PD will issue you a license. You must be at least 21, a resident of Whittier or Santa Fe Springs, not a “disqualified person” under Penal Code Section 26202, a graduate of the required training course, and the DOJ-registered owner of every firearm you want listed on the permit.1California Legislative Information. California Penal Code 26155 – License to Carry a Pistol, Revolver, or Other Firearm Capable of Being Concealed Upon the Person That last requirement surprises people. You need to already own and register the specific handgun you plan to carry before you can be licensed to carry it.
The “disqualified person” standard under Section 26202 covers a lot of ground. You can be disqualified by certain misdemeanor convictions within the past ten years, any active restraining or protective order, charges dismissed through plea agreements for serious offenses, or a finding from a psychological assessment that you are reasonably likely to be a danger to yourself or others.2California Department of Justice. Information Bulletin 2026-DLE-03 – Guidance to CCW Licensing Authorities If the California DOJ tells Whittier PD that you’re prohibited from possessing a firearm under state or federal law, the application is denied. Federal firearm prohibitions under 18 U.S.C. § 922(g), including felony convictions, qualifying domestic violence orders, and certain mental health adjudications, independently bar possession regardless of what California allows.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts
How to Apply and What It Costs
Whittier runs its entire CCW process through the Permitium online portal. You complete the standard statewide application form prescribed by the Attorney General under Penal Code Section 26175, upload your documents, and pay the initial fee online.4California Legislative Information. The total runs about $600.6Whittier Police Department. CCW Application Start None of it is refundable if you’re denied, so confirm you meet every eligibility rule before you pay. Training tuition is separate and goes directly to your instructor.
Background Check and Psychological Evaluation
After you submit, Whittier PD schedules you for a LiveScan fingerprinting session. Your prints go to the California DOJ and the FBI for a criminal history search, and this phase routinely takes several months because the department is waiting on databases it doesn’t control.
You’ll also sit for a psychological evaluation, and at $450 it’s the most expensive single piece of the process. California law lets licensing authorities require a psychological assessment to determine whether an applicant is a disqualified person under Section 26202, and Whittier PD requires one for every new applicant.2California Department of Justice. Information Bulletin 2026-DLE-03 – Guidance to CCW Licensing Authorities The evaluation screens for whether you present a danger to yourself or the community. You attend in person and pay the provider directly.
If the background check or evaluation raises a disqualifying issue, the department must deny the license. Inaccurate or incomplete answers on your application are independent grounds for denial, and failing to report a new arrest, charge, or restraining order while your application is pending can also sink it.
Training and Firearm Qualification
Every new applicant has to complete a 16-hour course from an instructor certified by the California Department of Justice. The curriculum covers firearm safety, handling and shooting technique, safe storage, lawful transport, where permit holders may and may not carry, lawful use of a firearm, and the permissible use of lethal force in self-defense. At least one hour has to address mental health and mental health resources.7California Legislative Information. The course ends with a written exam and a live-fire exercise. You have to demonstrate safe handling and shooting proficiency with every firearm you want listed on your permit; you cannot qualify on one handgun and then carry a different one.7California Legislative Information. How Long It Lasts and How to Renew
A standard Whittier CCW license is valid for up to two years from issuance.8California Legislative Information. California Penal Code PEN 26220 – License Duration You can start the renewal through the Permitium portal no earlier than 90 days before yours expires. The renewal application fee is $75.9Whittier Police Department. One wrinkle worth noting: if the Los Angeles County Sheriff’s Department issued your original CCW, you have to renew through the Sheriff’s Department even if you now live in Whittier.5Whittier Police Department. Concealed Weapons Permit Application
Where the Permit Doesn’t Let You Carry
A Whittier CCW does not let you carry everywhere. Penal Code Section 26230 declares a long list of “sensitive places” off-limits even to permit holders. The categories most likely to affect daily life:
- Schools, preschools, and childcare facilities, including their grounds and parking areas
- Government buildings and their parking areas, including courthouses
- Hospitals, mental health facilities, nursing homes, medical offices, and urgent care centers
- Public transit vehicles, stations, and parking areas
- Bars and restaurants that serve alcohol for on-site consumption
- Public parks, playgrounds, athletic facilities, and youth centers, including adjacent sidewalks
- Permitted public events, plus sidewalks within 1,000 feet
- Places of worship
- Libraries, museums, zoos, amusement parks, stadiums, and casinos
Several of these restrictions have been challenged in court and some may be enjoined or modified; check the California Attorney General’s most recent guidance bulletins before relying on a specific rule. For private businesses open to the public, California’s default rule requires the owner to post signage welcoming permit holders rather than the other way around, so if you see a “no firearms” sign, treat it as binding. Federal law adds another layer: the Gun-Free School Zones Act generally bars firearms within 1,000 feet of elementary and secondary schools, and 18 U.S.C. § 930 restricts federal buildings where employees regularly work, including federal courthouses.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts Post offices, military installations, and VA facilities are similarly off-limits by federal regulation.
California does not recognize other states’ concealed carry permits, and most states do not recognize California’s. If you plan to travel out of state while armed, check the law of every state along the route before you go.
