The Council Is Expanding to Nine Districts
The current seven-member roster will not look the same after the 2026 election. Baltimore County voters approved expanding the council from seven seats to nine at the 2024 general election, and Bill 55-25, passed by the council on September 15, 2025, redraws the map into nine districts for the 2026 and 2030 elections.6Baltimore County Government. 2025 Redistricting Process
Until the members elected under the new map are sworn in, the existing seven-district assignments remain in effect for constituent services. The new boundaries are defined by precinct and census block, and an interactive map is posted on the council’s redistricting page.
Who Qualifies to Serve on the Council
Baltimore County voters amended the charter in 2022 to lower the minimum age for council candidates from 25 to 21. The residency rule is stricter than many assume. A candidate must have lived in their specific councilmanic district for at least two years before the election and must remain a district resident throughout the term. If a sitting member moves out of the district, the seat is automatically vacated. If redistricting shifts a boundary line during a member’s term, however, that member does not lose the seat.
