Who Is Clearwater’s Mayor? Bruce Rector’s Role and Term

The mayor of Clearwater, Florida is Bruce Rector, who won the March 2024 election and leads the five-member city council. Clearwater uses a council-manager form of government, so Rector sets policy and casts one vote on the council, while a professional city manager runs departments and staff.

Who Bruce Rector Is

Rector defeated City Councilwoman Kathleen Beckman in March 2024 to take the seat, filling the vacancy left after former mayor Frank Hibbard resigned abruptly during a council meeting in March 2023. He earned his law degree from the University of Kentucky in 1990 and practiced law in Kentucky for 23 years before moving to the Clearwater area.1City of Clearwater. What the Mayor Actually Does

Section 2.05 of the Clearwater City Charter sets the job. The mayor presides over council meetings, votes on every matter before the council, and has no veto.2Municode Library. Unlike a governor or the president, Clearwater’s mayor cannot block legislation the rest of the council passes. A simple majority is final.

The mayor’s vote carries the same weight as any other council member’s. The council has five seats total: the mayor and four members elected to individual seats, with three members constituting a quorum.2Municode Library. Beyond the council chamber, the mayor can sign contracts, bonds, and deeds on the city’s behalf once the council approves them. The charter also names the mayor as Clearwater’s official head for court proceedings, for the governor’s military authority, and for all ceremonial functions.2Municode Library. Who Runs City Operations

The mayor does not hire city employees, prepare the budget, or oversee departments. Those are the city manager’s responsibilities. Under the charter the city manager is Clearwater’s chief administrative and chief executive officer, in charge of hiring and firing staff, drafting the annual budget, running departments, and carrying out the policies the council adopts.3Municode Library. That split changes who you contact. A pothole, a code enforcement issue, or a complaint about a city employee goes to the city manager’s office. A policy change, a new ordinance, or a budget priority goes to the mayor and council. Clearwater City Hall is at 600 Cleveland Street,4City of Clearwater. How He Got the Seat and When Voters Choose Again

Clearwater runs nonpartisan elections, with no party label on the ballot. The timing is changing. Elections used to fall in March of even-numbered years. Starting in 2026, regular city elections move to August of even-numbered years, held with the state primary. If no candidate wins a majority in August, the top two advance to a November runoff on the general election ballot.2Municode Library. The charter caps the mayor at two consecutive full terms. After two terms, a former mayor cannot hold the mayor’s seat or any council seat for the next four-year term.2Municode Library. If the Seat Opens Early

Mid-term vacancies are handled by the council itself. When the mayor’s seat opens through death, resignation, or removal, the remaining members have 30 days to appoint a replacement by majority vote, and that appointee finishes the unexpired term. If the council does not act within 60 days, a special election is called, unless a regular election for the seat is already scheduled within 60 days of the vacancy.2Municode Library. Florida law also gives residents a direct removal tool through recall. Under Florida Statute 100.361, a recall petition has to state one of seven grounds: malfeasance, misfeasance, neglect of duty, drunkenness, incompetence, permanent inability to perform official duties, or conviction of a felony involving moral turpitude. Signature requirements scale with the municipality’s registered voter count, generally the greater of 10 percent of registered electors or a set minimum.5The Florida Legislature.
