The Cavalier Hotel in Virginia Beach is owned by Cavalier Associates LLC, a Virginia limited liability company made up of local investors led by Bruce Thompson, CEO of Gold Key | PHR. That ownership is in the middle of changing. In May 2026, steps began on a sale of the historic hotel and two neighboring properties to Wheelock Street Capital, a Greenwich, Connecticut-based real estate investment firm, but the deal had not closed at the time of this writing, so Cavalier Associates remains the owner of record.
Cavalier Associates LLC, the Entity on the Deed
Title to the 22-acre oceanfront property is held by Cavalier Associates LLC, a Virginia limited liability company formed by Thompson, fellow investor Daniel Lawson, and other local stakeholders. The LLC pools capital from several investors and limits each one’s personal exposure to the project’s costs.
Operations are a separate matter. Gold Key | PHR, Thompson’s hospitality company, runs the hotel day to day along with the rest of the resort campus. Cavalier Associates holds the real estate; Gold Key | PHR handles staffing, marketing, and guest experience across the properties on the hill.
Bruce Thompson and the Local Investor Group
Thompson is the most visible owner. As CEO of Gold Key | PHR, he led the historic tax credit application, local zoning approvals, and a renovation that cost roughly $85 million for the historic hotel alone. His public identity is tied to treating the 1927 landmark as a personal mission.
He is not the sole owner. Daniel Lawson and several other prominent Virginia Beach investors contributed equity to the venture. The group chose not to sell to a national hotel chain or a real estate investment trust during the restoration years, keeping the project locally controlled for more than a decade. That structure spread the financial risk and kept decisions in the hands of people with ties to the community.
How the Current Owners Acquired the Property
Gold Key | PHR acquired the Cavalier in 2013 through a court-appointed receiver after a family ownership dispute left the property in serious disrepair. The purchase price was approximately $35.7 million for the full 22-acre site, which at the time included a historic building that had been deteriorating for years. The court-ordered sale resolved the earlier owners’ legal fight and transferred control to the current group.
Restoration followed. The original 1927 hotel reopened in 2018 after a rehabilitation that preserved its Tidewater architectural character while bringing the building to modern luxury standards. Total investment across the whole Cavalier Resort campus eventually reached an estimated $458 million, among the largest private development projects in Virginia Beach history.
What Else Is Part of the Ownership
The hotel sits on a larger campus the group developed. In addition to the restored 1927 building, the grounds include the Marriott Virginia Beach Oceanfront, the Embassy Suites by Hilton Virginia Beach Oceanfront, 81 Cavalier Residences and the 42 Ocean condominiums, and the Tarnished Truth Distilling Company. All three hotels operate under the Gold Key | PHR management umbrella, even where they carry national brand flags. The pending sale to Wheelock Street Capital covers the three resort hotels.
The Pending Sale to Wheelock Street Capital
In May 2026, the Virginia Beach Development Authority unanimously approved reassigning its gap financing performance agreement from Cavalier Associates to Wheelock Street Acquisitions LLC, an entity affiliated with Wheelock Street Capital.1Virginia Beach Development Authority. VBDA Resolutions May 2026 The reassignment is a required step in the sale, because public financing agreements tied to the property have to transfer with it.
The authority’s vote was not the last approval needed. The resolution also requires endorsement from the Virginia Beach City Council and the Commonwealth of Virginia before the assignment takes effect.1Virginia Beach Development Authority. VBDA Resolutions May 2026 City Council was expected to take it up at its next scheduled meeting. Until the transaction closes, Cavalier Associates LLC remains the legal owner.2WHRO Public Media. If the sale closes, control of one of Virginia Beach’s most prominent landmarks will shift from a local investor group to an out-of-state institutional real estate investor after more than a decade of local ownership.
