Who Qualifies for SNAP in Colorado: Income, Work, and Status

To qualify for SNAP in Colorado, your household must live in the state, meet citizenship or immigration rules, and have gross monthly income at or below 200% of the federal poverty level — about $2,608 for one person or $5,358 for a family of four. Most households face no asset test. Adults between 16 and 59 who can work must meet work requirements, and a stricter 80-hour-per-month rule applies to adults 18 through 54 who have no dependents.

The rules below reflect what is in effect as of early 2026. The One Big Beautiful Bill Act of 2025, signed July 4, 2025, changed several SNAP rules — most sharply around immigration status — and the USDA is still releasing guidance on work-rule changes. Confirm anything time-sensitive with your county human services office or the Colorado PEAK website before you rely on it.

Income Limits by Household Size

Colorado uses broad-based categorical eligibility, which raises the gross income ceiling to 200% of the federal poverty level instead of the standard federal 130%.1Food and Nutrition Service, U.S. Department of Agriculture. Broad-Based Categorical Eligibility (BBCE) Gross income means everything your household earns before deductions: wages, self-employment income, Social Security, child support, and similar sources.

Based on the 2025 federal poverty guidelines, which apply through September 2026, the monthly gross income limits are:

  • 1 person: $2,608
  • 2 people: $3,525
  • 3 people: $4,442
  • 4 people: $5,358
  • 5 people: $6,275
  • 6 people: $7,192
  • 7 people: $8,108
  • 8 people: $9,025

Each additional person adds roughly $917 per month.2ASPE, U.S. Department of Health and Human Services. 2025 Poverty Guidelines – 48 Contiguous States

Deductions Can Bring You Under the Limit

If your gross income looks too high, allowable deductions may still put you within range, and they also determine how large your benefit will be. The main ones:

  • A standard deduction of $209 per month for households of one to three, $223 for households of four.
  • An automatic 20% deduction from earned income.
  • An excess shelter deduction for rent or mortgage, utilities, and property taxes that exceed half your adjusted income, capped at $744 per month. Households with an elderly or disabled member have no cap.
  • Out-of-pocket dependent care costs that allow someone to work or attend training.
  • Out-of-pocket medical expenses over $35 per month for members who are 60 or older or disabled.3USDA Food and Nutrition Service. SNAP FY 2026 Cost-of-Living Adjustments

A household paying high rent in Denver could qualify for considerably more than one with the same income but lower housing costs, so it pays to document every deductible expense when you apply.

Citizenship and Immigration Status

U.S. citizens who meet the other requirements qualify with no waiting period. For noncitizens, the rules tightened substantially on July 4, 2025. Only three noncitizen categories are now eligible:

Refugees, asylees, and victims of human trafficking are no longer eligible based on those statuses alone. If someone in one of those groups adjusts to lawful permanent resident status, they can then qualify, and depending on the prior status they may skip the five-year wait.4USDA Food and Nutrition Service. Mixed-Status Households

If some household members are eligible and others are not, the household can still apply. Benefits are calculated only for the eligible members. A common example is U.S.-citizen children living with parents who are ineligible noncitizens: the children can still receive benefits.

Residency

You must physically live in Colorado. A utility bill, lease, or mortgage statement in your name works as proof. Each county’s human services department handles eligibility for residents in its area.5Colorado Department of Human Services. Supplemental Nutrition Assistance Program (SNAP)

Work Requirements

If you are between 16 and 59 and physically able to work, you have to meet general work requirements: register for work, accept a suitable job if offered, and avoid voluntarily quitting or cutting your hours below 30 per week without good cause.6Food and Nutrition Service. SNAP Work Requirements

Stricter Rules for Adults 18-54 Without Dependents

Adults ages 18 through 54 who are able to work and have no dependents (often called ABAWDs) face a time limit: three months of benefits in any three-year period, unless they put in at least 80 hours per month of paid work, volunteer work, a job training program, or any combination that reaches 80 hours.6Food and Nutrition Service. SNAP Work Requirements

You are exempt from the time limit if you are pregnant, have a physical or mental limitation that prevents work, are a veteran, are experiencing homelessness, are 24 or younger and were in foster care on your 18th birthday, or have someone under 18 in your SNAP household.6Food and Nutrition Service. SNAP Work Requirements

The One Big Beautiful Bill Act changes some ABAWD exemption and waiver rules, and the USDA is still issuing guidance. If you fall into this group, check with your county office for the current specifics before assuming an exemption applies.

Colorado also runs an Employment and Training program called Employment First, open to anyone receiving SNAP. It offers supervised job searches, resume and interview coaching, GED prep, English classes, self-employment training, and work-based learning in 32 counties. The 80 hours can be met through program participation.7Colorado Department of Human Services. Colorado Employment First

Assets Usually Do Not Count

Under Colorado’s categorical eligibility rules, most households face no asset test. Savings accounts, vehicles, stocks, and other property are not counted when the state decides whether you qualify.1Food and Nutrition Service, U.S. Department of Agriculture. Broad-Based Categorical Eligibility (BBCE)

The exception is when a household member has been disqualified for an intentional program violation. Then federal asset limits apply: $3,000 in countable resources for most households, or $4,500 if at least one member is 60 or older or has a disability. Countable resources include cash, bank accounts, and certain investments. Your home and the land it sits on are never counted.8Food and Nutrition Service. SNAP Eligibility

How to Check and Apply

The fastest way is the Colorado PEAK website at colorado.gov/PEAK, which has a pre-screening tool, the full application, and document upload. You can also download a paper application from the Colorado Department of Human Services website — it comes in English and Spanish, including large-print versions — and mail, fax, or hand-deliver it to your county human services office.5Colorado Department of Human Services. Have these ready:

  • Social Security numbers for all household members applying.
  • Income proof: pay stubs for the last 30 days, benefit award letters (Social Security, SSI, veterans, unemployment, child support), or bookkeeping records if self-employed.
  • A current utility bill, lease, or mortgage statement for residency.
  • Documentation for rent or mortgage, utilities, childcare, and medical bills for elderly or disabled members.

After you file, the county schedules an eligibility interview, usually by phone, and has 30 days from your application date to make a decision.5Colorado Department of Human Services. Supplemental Nutrition Assistance Program (SNAP)

Some households qualify for expedited processing within seven calendar days. You are entitled to it if your household has less than $150 in gross monthly income and $100 or less in liquid resources, if your combined income and liquid resources are less than your monthly rent or mortgage plus utilities, or if you are a migrant or seasonal farmworker with little or no income at the time of application.5Colorado Department of Human Services.
