Why Are Palm Beach Property Tax Bills Increasing?

If you are wondering why Palm Beach County property tax bills are increasing, the cause almost always traces to one of three things: the Property Appraiser reassessed your home at a higher just value on January 1, one or more local taxing authorities raised their millage rate during the September budget hearings, or a sale, renovation, or title change stripped away assessment protections you had been counting on. The county previews the damage in the TRIM notice mailed each August and sends the final bill in November, so you have a short window to understand what moved before the number is locked in.1Palm Beach County Property Appraiser. Your Home Was Reassessed on January 1

The Palm Beach County Property Appraiser sets a just value for every parcel each year, essentially what a willing buyer would pay a willing seller in cash on January 1. Florida law requires the appraiser to weigh eight factors, including present cash value, highest and best use, location, condition, and any income the property produces.2Online Sunshine. Florida Statutes 193.011 – Factors to Consider in Deriving Just Valuation When comparable sales in your neighborhood climb, your just value follows. That rising just value is the pressure behind most bill increases, even when assessment caps keep the full jump from reaching your taxable value in a single year.

Why Assessment Caps May Not Have Protected You

Homesteaded Homes

The Save Our Homes amendment limits annual increases in your assessed value to 3% or the change in the Consumer Price Index, whichever is lower.3Florida Senate. Florida Statutes 193.155 – Homestead Assessments That cap is real, but it is not zero. In a year when CPI runs at or above 3%, your assessed value can still climb the full 3% every year the market supports it. Compound that over several years and the bill rises steadily even if nothing dramatic happened to your home.

Second Homes, Rentals, and Commercial Property

Non-homesteaded property gets a weaker cap: assessed value can rise by up to 10% per year.4Online Sunshine. Florida Statutes 193.1554 – Assessment of Nonhomestead Residential Property In a strong market, investors and seasonal residents absorb increases roughly three times what full-time homesteaded neighbors face. If you own a rental or second home in Palm Beach County, a large year-over-year jump is often the straightforward explanation.

A Taxing Authority Raised Its Millage

A mill equals one dollar of tax per $1,000 of taxable value, and your final bill stacks millage from every authority with jurisdiction over your parcel: the Board of County Commissioners, the School Board, the Children’s Services Council, the Health Care District, your municipality if you live in one, and various special districts.5Florida Department of Revenue. A Florida Homeowner’s Guide – Millage Combined rates across the county generally land somewhere between about 17 and 22 mills depending on where you live. For fiscal year 2026, the county’s own levies for countywide operations, fire rescue, and library account for roughly 8.5 mills before the school board and other authorities add theirs.6Palm Beach County. FY 2026 General Fund Budget – Property Values and Millage Rates

Each authority sets its own rate in public hearings held in September. If even one raises its rate, your bill goes up even when your assessed value is flat. The TRIM notice breaks out every authority’s proposed rate alongside last year’s rate, so you can see exactly who moved and attend their hearing to object before the rate is final.7Palm Beach County Property Appraiser. You Bought the Home Recently

New buyers often get the biggest shock. When a homesteaded property changes hands, the accumulated Save Our Homes benefit disappears and the assessed value resets to full just value on January 1 of the following year.3Florida Senate. Florida Statutes 193.155 – Homestead Assessments A home the prior owner was being taxed on at $250,000 might carry a just value of $600,000. The new owner’s first full bill reflects that $600,000. On a combined millage of 20 mills, that is roughly $7,000 a year more than the seller was paying for the same house.

Not every transfer triggers the reset. Florida law carves out exceptions for transfers between spouses, corrections of title errors, and inheritances by a surviving spouse or dependent child.3Florida Senate. Florida Statutes 193.155 – Homestead Assessments If you added a family member to the deed or restructured ownership for estate planning and your bill jumped, check whether the transaction fell outside those exceptions. Getting this wrong can wipe out decades of accrued savings.

If you sold one Florida homestead and bought another, you can transfer up to $500,000 of your accumulated Save Our Homes benefit to the new property through portability.8Palm Beach County Property Appraiser. Portability – You Can Take It With You You have to apply for homestead on the new property by March 1 of the year after the purchase. Miss the deadline and the benefit is gone on that move permanently. If your bill looks higher than you expected after moving within Florida, confirm your portability application was filed and accepted.

You Added Something to the Property

Building a pool, adding a bedroom, or enclosing a patio triggers a targeted reassessment of the new value. The Property Appraiser evaluates the improvement at current market worth and adds that figure to your existing assessed value. Assessment caps do not shield new construction, because it is always valued at full market when it first lands on the tax roll.9Florida Department of Revenue. Save Our Homes Assessment Limitation and Portability Transfer A substantial renovation can add tens of thousands of dollars to your taxable value in a single year, and the full impact shows up on your next TRIM notice.

Cosmetic work that does not require a building permit, such as replacing flooring or repainting, generally does not trigger a reassessment. The line is whether the work adds measurable square footage, livable space, or a new feature the appraiser can price. If you pulled a permit, assume the appraiser knows.

Non-Ad Valorem Charges and Voter-Approved Debt

Your November bill is not pure property tax. Voter-approved debt service appears as a separate millage line when residents authorize bonds for projects like school construction or road improvements, and it stays on the bill until the debt is retired. Non-ad valorem assessments are flat fees unrelated to your property’s value: solid waste collection, drainage district maintenance, and street lighting are common examples. Because they track service costs rather than real estate values, they can jump when municipal contracts are renegotiated or utility prices climb. They land on the same bill as your taxes and can add several hundred dollars without touching your millage or your assessed value.

What To Do About It

Read the TRIM Notice Line by Line

The TRIM notice shows this year’s just value, assessed value, exemptions, and the proposed rate from every taxing authority next to last year’s figures. Compare them. If the increase comes from a specific authority, the notice tells you when and where that body meets to adopt its budget, and public comment at those hearings is the only pre-bill opportunity to push back on a rate.7Palm Beach County Property Appraiser. Appeal the Value If the Appraiser Got It Wrong

If you believe the Property Appraiser overvalued your home, you have 25 days from the date the TRIM notice is mailed to file a petition with the Palm Beach County Value Adjustment Board.10Online Sunshine. Florida Statutes 194.011 – Assessment Notice; Objections to Assessments The window is tight. The filing fee is $20 per parcel, and you can file online through the Clerk’s Axia Web Portal.11Clerk of the Circuit Court and Comptroller, Palm Beach County. Petition Filing

Strong appeals focus on evidence that the appraiser got market value wrong: recent sales of genuinely comparable homes nearby, factual errors on your property record card like wrong square footage or a phantom bedroom, or deterioration the appraiser has not accounted for. Arguments about how much your taxes rose, what services you receive, or what a neighbor pays will not help a value dispute.

Pay Early for the Discount

Florida rewards early payment on a sliding scale: 4% off in November, 3% in December, 2% in January, and 1% in February. March payments get no discount, and taxes become delinquent April 1.12Online Sunshine. Florida Statutes 197.162 – Tax Discount Payment Periods On a $10,000 bill, paying in November saves $400. That is one of the few ways to shrink the bill after it is issued.

Check Your Escrow Analysis

Most homeowners with a mortgage pay through escrow, and the servicer raises your monthly payment when taxes climb. Federal law caps the escrow cushion at two months of payments, so the increase should reflect the actual tax rise plus that limited buffer. If an unanticipated tax increase left your account short, the servicer must spread repayment over at least 12 months rather than demanding a lump sum.13Consumer Financial Protection Bureau. Section 1024.17 – Escrow Accounts Read the escrow analysis statement when it arrives. Servicers do miscalculate, and an overfunded account ties up money you could use elsewhere. If the math looks off, call before the new payment takes effect.
