Why Can’t Airsoft Guns Be Shipped to California?

Airsoft guns usually can’t be shipped to California because the state’s marking rules go well beyond the federal orange tip, and most out-of-state retailers would rather block California addresses than modify each gun to comply. A product that ships legally to the other 49 states can still violate California law if it lacks full bright coloration or specific fluorescent markings on the trigger guard and grip, and the markings have to be in place before the gun reaches the buyer.1California Legislative Information. What California Requires That Federal Law Doesn’t

California treats airsoft guns as “imitation firearms” under Penal Code Section 16700, meaning any BB device or replica realistic enough that a reasonable person would mistake it for a real gun.1California Legislative Information. California Penal Code 16700 To be sold or transferred commercially without the full set of imitation firearm restrictions, the gun has to meet one of two marking standards.

Full Bright Coloration or Transparency

The entire exterior can be painted or molded in white, bright red, bright orange, bright yellow, bright green, bright blue, bright pink, or bright purple (or a combination where one of those is predominant). A transparent or translucent build that reveals all internal parts also qualifies. An orange tip alone does not. The statute says so plainly: “Merely having an orange tip as provided in federal law and regulations does not satisfy this requirement.”2California Legislative Information. Fluorescent Markings on Specific Parts

If the gun keeps realistic coloring, it needs a layered set of fluorescent markings that differ by gun type.1California Legislative Information. California Penal Code 16700

  • Handguns need the federal blaze orange barrel ring, a fluorescent-colored trigger guard covering the entire guard, and a two-centimeter-wide fluorescent adhesive band wrapped around the pistol grip.
  • Rifles and long guns need the blaze orange barrel ring, a fluorescent trigger guard, and two-centimeter fluorescent adhesive bands wrapped around any two of the following: the pistol grip, the buttstock, or a protruding magazine.

The adhesive bands have to be applied so they aren’t meant to be peeled off, and they must be on the gun before it reaches the customer.1California Legislative Information. California Penal Code 16700 A buyer cannot legally receive a non-compliant gun and add the bands at home.

Why the Federal Orange Tip Isn’t Enough

Federal law under 15 U.S.C. § 5001 bans shipping or receiving an imitation firearm unless it carries a marking approved by the Consumer Product Safety Commission.3Office of the Law Revision Counsel. 15 USC 5001 – Penalties for Entering Into Commerce of Imitation Firearms The CPSC accepts any of four options: a blaze orange solid barrel plug, a blaze orange marking around the barrel for at least 6 millimeters from the muzzle, construction entirely from transparent or translucent materials, or full exterior coloration in an approved bright color.4eCFR. 16 CFR 1272.3 – Approved Markings

Most manufacturers choose the cheapest route, which is the orange barrel plug. That satisfies federal law and clears shipping to nearly every state. It does not satisfy California, which demands either full bright coloration or the fluorescent band system described above. For a national retailer, modifying each California-bound gun with trigger guard paint and adhesive bands is a labor cost on every order, with legal exposure if the modification is done wrong. Blocking California addresses at checkout is cheaper and safer.

How to Buy an Airsoft Gun in California

The shipping restrictions do not ban ownership. They push buyers toward a narrower set of sources.

Some online airsoft retailers prepare California orders by applying the fluorescent markings before shipment. Look for listings labeled “California compliant” or “SB 199 compliant” — SB 199 is the bill that created these marking requirements and has become the shorthand in the airsoft community for guns that meet them.

Buying from a California retailer is simpler. Shops that stock airsoft locally handle compliance on their end, so the products on the shelf should already carry the required markings. Fully transparent models and brightly colored models satisfy the coloration path and skip the adhesive bands entirely.

What is not legal: ordering a standard, realistically colored airsoft gun from an out-of-state seller that does not offer California compliance and applying the fluorescent markings yourself after it arrives. The statute requires the bands to be in place before the sale to the customer.1California Legislative Information. California Penal Code 16700

Rules That Still Apply After You Own One

Compliance at purchase is not the only layer. California prohibits openly displaying any imitation firearm in a public place, defined broadly to include streets, sidewalks, parks, parking lots, driveways, front yards, cars, schools, restaurants, and building entrances.5California Legislative Information. California Penal Code 20170 The display ban doesn’t apply if the entire exterior is one of the approved bright colors or is transparent, or if the gun is packaged, concealed, used in a theatrical or film production, used at a regulated range or sporting event, or carried during lawful hunting or pest control.2California Legislative Information. California Penal Code 20175 In practice, transporting your gun to a field means keeping it in a bag or case until you arrive.

Tampering with the required markings to make the gun look more like a real weapon is a separate misdemeanor. That covers removing the orange tip, peeling off fluorescent adhesive bands, and repainting a brightly colored gun in realistic colors.6California Legislative Information. California Penal Code 20150 Selling a BB device, including an airsoft gun, to anyone under 18 is also a misdemeanor, which is why online retailers add age verification at checkout on top of the shipping restrictions.7California Legislative Information.
