If your Alabama driver’s license has “Not for Federal Identification” printed across the top, it means the card was issued without the enhanced document checks required by the federal REAL ID Act. Your license is valid and legal for everyday use in Alabama; it just cannot be used for a short list of federal purposes, most notably boarding a domestic flight.1Department of Homeland Security. REAL ID Act – H.R.1268
Every non-compliant Alabama license issued on or after April 25, 2022 carries this marking. The design is deliberate: federal personnel at airport checkpoints and secure facilities need to tell at a glance whether a card went through REAL ID verification. Alabama’s compliant version, called the STAR ID, carries a gold star in the upper left corner instead of the warning text.2Alabama Law Enforcement Agency. STAR ID Frequently Asked Questions
Why Your License Ended Up Non-Compliant
Getting a STAR ID requires presenting original identity documents in person at an Alabama Law Enforcement Agency (ALEA) exam office. If you renewed your license online, by mail, or at a county probate office, you never went through that process, and your card defaulted to the non-compliant version.3Alabama Law Enforcement Agency. Star ID
The marking is not a flag on your driving record or your identity. It simply reflects the paperwork path your renewal took. Some Alabamians also choose the standard license on purpose: federal regulations require states to retain copies of the source documents used for compliant cards for seven to ten years, and not everyone wants that level of data on file.4eCFR. 6 CFR 37.31 – Source Document Retention Alabama maintains both options for that reason.
What You Can Still Do With a Standard License
For almost everything in daily life, a non-compliant Alabama license works exactly the same as a STAR ID. You can legally drive, prove your age, register and vote, identify yourself to local police, and handle any state or local government business with it.5Transportation Security Administration. About REAL ID
Several federal interactions are also exempt. You do not need a REAL ID to apply for or receive Social Security or Veterans Affairs benefits, to visit a VA hospital or other health or life-preserving services, to enter a federal facility that does not require ID for general access, or to walk into a police station to request help.6Department of Homeland Security (DHS) / Federal Protective Service (FPS). What the Marking Actually Blocks
Federal regulations define three “official purposes” that require a REAL ID-compliant card: boarding a federally regulated commercial aircraft, accessing a federal facility, and entering a nuclear power plant.7eCFR. 6 CFR 37.3 – Definitions
Since May 7, 2025, TSA no longer accepts non-compliant state IDs at airport security checkpoints. If you show up with only a standard Alabama license and no alternative ID, you can face additional screening, delays, or be turned away.8Transportation Security Administration. TSA Begins REAL ID Full Enforcement on May 7 The same rule applies to federal buildings that require ID at the door, including military installations like Maxwell Air Force Base and Redstone Arsenal, federal courthouses, and the restricted areas of nuclear power plants.9Transportation Security Administration. Are you REAL ID Ready?
If you fly, visit a federal courthouse, or go onto a base with any regularity, the “Not for Federal Identification” marking is the one that matters for you.
Your Options If You Want to Fly or Enter Federal Buildings
You have three practical paths.
Use Another Acceptable ID You Already Have
A STAR ID is not the only document TSA accepts. If you already carry one of these, you may not need to upgrade your license at all:
- U.S. passport or passport card
- U.S. military ID (active duty, retiree, or dependent)
- DHS trusted traveler cards (Global Entry, NEXUS, SENTRI, FAST)
- Permanent resident card (green card)
- Veteran Health Identification Card (VHIC)
- Federally recognized tribal photo ID, including Enhanced Tribal Cards
TSA currently accepts expired versions of these IDs up to two years past expiration.10Transportation Security Administration. Acceptable Identification at the TSA Checkpoint
Upgrade to a STAR ID
Your first STAR ID has to be issued at an ALEA Driver License exam office. County probate offices and other local license offices cannot do the initial verification, though they can handle renewals and duplicates once you have one. Appointments can be scheduled through ALEA’s website, and scheduling ahead will usually save you a long walk-in wait.3Alabama Law Enforcement Agency. Star ID
Bring originals (not photocopies) in four categories:
- One identity and date-of-birth document, such as a certified birth certificate or valid U.S. passport. Non-citizens can use a green card, unexpired employment authorization document, foreign passport with a valid U.S. visa and approved I-94, Certificate of Naturalization, or Certificate of Citizenship.
- One document showing your full Social Security number, such as your Social Security card, a W-2 from the current or prior year, or a DD-214.
- Two separate documents proving your current Alabama physical address, such as a utility bill less than 90 days old, a mortgage contract, a current lease, a voter registration card, or a vehicle registration.
- Certified documents bridging any name changes, so there is an unbroken chain from the name on your identity document to the name you use today. A marriage certificate, divorce decree, or court order usually fills this gap.11Alabama Law Enforcement Agency. STAR ID Document List
The name-change chain trips up more applicants than any other requirement. If you have been married more than once, you need the paperwork for every link in the chain, not just the most recent one.
If you need to request a certified Alabama birth certificate, the Alabama Department of Public Health’s Center for Health Statistics charges $15 for a search that includes one certified copy, with additional copies at $6 each. Expedited processing is an extra $15.12Alabama Department of Public Health. Birth Certificates Allow several weeks, particularly if you order by mail or were born out of state.
At the office, the examiner reviews your documents, takes a new photo, and issues a temporary paper permit the same day. Your permanent STAR ID, with the gold star in the upper left corner, arrives by mail.2Alabama Law Enforcement Agency. STAR ID Frequently Asked Questions
Pay the TSA Backup Fee at the Airport
Starting February 1, 2026, travelers who reach a TSA checkpoint without a REAL ID or any other acceptable identification can pay a $45 fee to use TSA ConfirmID, an alternative identity verification process. It is not a shortcut: expect additional screening and delays. TSA designed it as a last resort so non-compliant travelers cover the processing cost, not as a substitute for having proper ID before you leave for the airport.13Transportation Security Administration. $45 Fee Option for Air Travelers Without a REAL ID Begins February 1
If you already have a valid U.S. passport and rarely enter federal buildings, you can keep your standard license and nothing changes. If you do not, and you plan to fly, the STAR ID upgrade is a single in-person visit with the right paperwork.
