Why Is My CA State Refund Less Than Expected?

If your California state refund came in smaller than you expected, the Franchise Tax Board almost certainly adjusted your return for one of a handful of reasons: a math error, a credit it couldn’t verify, withholding that didn’t match employer records, an old California tax balance, or a debt owed to another government agency that was intercepted before the money reached you. The specific reason is usually spelled out in a notice the FTB mails separately from the refund itself.

Start With the Notice and the Code

When the FTB changes your refund, it mails a Notice of Tax Return Change. At the bottom of that notice is an alphanumeric code identifying exactly what was adjusted. The code “GC,” for example, means your withholding was revised to match what the Employment Development Department could verify.1Franchise Tax Board. Notice of Tax Return Change Looking up your code on the FTB website usually answers the question before you have to call anyone.

You can also check the current status of your refund online using the FTB’s “Check Your Refund Status” tool. You’ll need your Social Security number, your mailing address numbers, your ZIP code, and the exact refund amount from your return.2Franchise Tax Board. 2025 Instructions for Form 540 Personal Income Tax Booklet If the amount shown is less than you filed for, the notice explaining why should be on its way or already in your MyFTB account.

Math Errors on Your Return

Misplaced decimals, addition slips, and transposed numbers are the simplest reason refunds shrink. Under Revenue and Taxation Code Section 19051, the FTB can correct any tax amount that results from a mathematical error without going through a formal deficiency assessment.3California Legislative Information. California Revenue and Taxation Code 19051 (2025) The agency simply recalculates the return using the numbers you reported and reduces the refund.

One catch: the statute gives you no right to protest or appeal a math-error correction through that notice alone. If you believe the FTB flagged a legitimate reporting choice as a math error, you need to contact the agency directly with supporting documentation.1Franchise Tax Board. Notice of Tax Return Change

Withholding That Didn’t Match State Records

The FTB cross-references every return against EDD records, W-2s, and 1099s. If you claimed $5,000 in California withholding but your employer only remitted $4,200 to the state, the FTB adjusts your refund downward to match the verified amount.1Franchise Tax Board. Notice of Tax Return Change

The most common cause of this mismatch is grabbing the wrong box on a wage or income form. On a W-2, California withholding is in Box 17, not federal Box 2. Workers who had jobs in more than one state sometimes include out-of-state withholding by mistake. More than a dozen form types (W-2, 1099-DIV, 1099-MISC, 1099-NEC, and others) can report California withholding, and each puts the California number in a different place.2Franchise Tax Board. 2025 Instructions for Form 540 Personal Income Tax Booklet

Unreported income cuts the refund from the other side. If a 1099 payer told the state about $8,000 in freelance income and you left it off your return, the FTB recalculates your tax liability upward and the refund shrinks accordingly. You can confirm the withholding and income figures on file for you by signing in to MyFTB before you file.

Credits the FTB Disallowed

California’s refundable credits can add up to several thousand dollars, so losing one makes a visible dent. The two that most often get removed are the California Earned Income Tax Credit (CalEITC) and the Young Child Tax Credit (YCTC).

For tax year 2025, CalEITC requires earned income between $1 and $32,900, a valid Social Security number or ITIN, and California residency for more than half the year.4Franchise Tax Board. Eligibility and Credit Information CalEITC The credit ranges from $302 with no qualifying children up to $3,756 with three or more. Missing any single requirement eliminates the credit entirely.

YCTC adds up to $1,189 per qualifying child under age 6 and requires separate qualification for CalEITC.5Franchise Tax Board. Young Child Tax Credit Beginning with tax year 2022, you can qualify for YCTC with zero earned income or a net loss, as long as that net loss doesn’t exceed $35,640 and you otherwise meet CalEITC requirements. The exception trips people up because CalEITC itself still requires at least $1 of earned income.

Most denials come from documentation gaps rather than true ineligibility. If the FTB couldn’t verify a qualifying child’s age, your residency, or your income, the credit comes off. Gathering proof and responding to the notice is usually enough to get it restored.

An Old California Tax Debt

If you still owe California income tax from a prior year, the FTB will apply your current refund to that older balance before releasing anything to you. The internal offset continues every year until the prior balance is paid off, even if you’re on a payment plan.6Franchise Tax Board. Help with Treasury Offset Program When the old debt is larger than the new refund, you receive nothing and the remaining balance carries forward.

An Intercept for a Non-Tax Debt

Your refund can also be taken for debts that have nothing to do with income tax. California’s Interagency Intercept Collection program, run by the FTB on behalf of the State Controller’s Office, redirects refunds to cover obligations owed to other state and local agencies.7Franchise Tax Board. Interagency Intercept Government Code Section 12419.5 gives the Controller broad authority to offset amounts owed to a person by a state agency against amounts that person owes to a state agency.8California Legislative Information. California Government Code 12419.5

Debts that commonly trigger an intercept include:

  • Parking citations and traffic fines submitted by cities and counties
  • Court-ordered payments including restitution and delinquent bail
  • Tuition and registration fees owed to California colleges and universities
  • Delinquent property taxes submitted by county tax collectors
  • Past-due child support

The intercept happens after the FTB calculates your refund but before the money is sent. The FTB forwards the funds to the State Controller, which distributes them to the submitting agency.9Franchise Tax Board. IIC Program Overview If your refund is larger than the debt, you receive what’s left. If several agencies have claims against you, the Controller decides the allocation.

A Joint Return and Your Spouse’s Debt

If you filed jointly and the debt belongs to your spouse, California’s community property rules work against you. California does not have an injured spouse law. A refund issued on a joint return is community property and can be used to pay either spouse’s debts, whether the debt arose before or during the marriage.10Franchise Tax Board. Tax Debt Relief for Spouse The only exception is a notarized prenuptial agreement that specifically identifies and defines separate property. Without one, you generally cannot recover your share of a joint state refund that was taken for your spouse’s debt.

A separate remedy exists if the problem is that your spouse underreported income or claimed bogus deductions on the joint return. You can request innocent joint filer relief by filing FTB Form 705, which can relieve you of liability for tax resulting from your spouse’s erroneous items.

If You Think the Adjustment Is Wrong

For a Notice of Tax Return Change, the FTB’s instructions are to review your records, gather evidence that the original return was right, and contact the agency. Uploading supporting documents through MyFTB is faster than mailing.1Franchise Tax Board. Notice of Tax Return Change

If what you received is a Notice of Proposed Assessment (NPA) rather than a return-change notice, the stakes and the deadlines are different. The NPA shows a “Protest By” date, and if you miss it, the assessment becomes final and billable. You can protest online through MyFTB or in writing by mail or fax. Paying the balance within 15 days of the notice date stops interest from accruing while you dispute it; you can still protest after paying and receive a refund if you win.11Franchise Tax Board. Disagree with an NPA (Protest) If the protest is denied, you have 30 days from the Notice of Action to appeal to the California Office of Tax Appeals. That window is firm.

If You Were Actually Owed More

If reviewing the notice convinces you that you were owed a larger refund than you originally claimed, for example because you overlooked a credit or overpaid estimated taxes, you can file an amended return (Form 540X). California gives you four years from the original return due date to file a refund claim.12Franchise Tax Board. Claim for Refund For a 2025 return due April 15, 2026, the deadline is April 15, 2030. After that date, the money is gone whether or not you were entitled to it.
