In Illinois, you qualify for WIC on income if your household’s gross income is at or below 185% of the federal poverty level. For a family of four, that means $59,478 a year through June 30, 2026, rising to $61,050 on July 1, 2026.1Illinois Department of Human Services. If your income sits close to the cutoff, the appointment date decides which set of limits applies. Apply before July 1, 2026, and the lower thresholds govern. Apply after, and the higher limits take over.
You Can Skip the Income Test If You Already Have Medicaid, SNAP, or TANF
Enrollment in Medicaid, SNAP (food stamps), or Temporary Assistance for Needy Families makes you automatically income-eligible for WIC.4Food and Nutrition Service. WIC Eligibility Bring your Medicaid card or a letter confirming your enrollment, and the WIC office won’t ask for pay stubs.
This is called adjunctive eligibility, and it’s where many families leave benefits on the table. If you’re on Medicaid, you qualify for WIC on income automatically, but you still have to apply separately. The programs don’t share enrollment. Plenty of eligible families never sign up because they assume WIC has a separate income screening they won’t pass.
What Counts as Household Income
WIC uses gross income, meaning what you earn before taxes and deductions come out. Add up earnings from every person in the household, including:4Food and Nutrition Service. WIC Eligibility
- Wages and tips (before deductions)
- Social Security payments
- Child support and alimony
- Unemployment benefits
- Worker’s compensation
- Retirement and pension payments
- Disability benefits
Income That Doesn’t Count
Some money doesn’t factor into the calculation. For military families, the following pay is excluded:4Food and Nutrition Service. WIC Eligibility
- Basic Allowance for Housing (BAH)
- Combat pay
- Family Subsistence Supplemental Allowance (FSSA)
- Overseas Housing Allowance (OHA)
- Outside Continental United States Cost of Living Allowance (OCONUS COLA)
Loans and AmeriCorps stipends are also excluded. A military family that looks over the limit on paper often lands well under once housing allowances and combat pay come out of the count.
How Household Size Is Counted
Your household includes everyone living together who shares income and expenses. One rule catches applicants off guard: if someone in the household is pregnant, each expected baby counts as an additional household member.4Food and Nutrition Service. WIC Eligibility A pregnant woman in a two-person household counts as a household of three. For twins, count four. That single rule can be the difference between qualifying and being turned away.
Who WIC Is For
Meeting the income limit isn’t enough on its own. You also have to fall into a covered category:
- Pregnant women, throughout the pregnancy
- Breastfeeding women, until the infant’s first birthday
- Postpartum women who are not breastfeeding, for six months after the pregnancy ends
- Infants, from birth through their first birthday
- Children, from age one up to their fifth birthday
You don’t have to be the child’s biological parent. Foster parents and other caregivers can apply on behalf of eligible children in their care.4Food and Nutrition Service. WIC Eligibility The child is the participant, so what matters is the child’s age and the income of the household where the child lives.
The Nutritional Risk Screening
Every applicant who meets the income and categorical requirements also has to be found at nutritional risk during a health screening at the WIC office.5eCFR. Title 7, Part 246 – Special Supplemental Nutrition Program for Women, Infants, and Children In practice, the standard is broad. It covers anemia detected through a finger-prick blood test, being underweight or overweight, an inadequate diet based on a short questionnaire, homelessness, abnormal weight gain during pregnancy, and a history of premature births. Most income-eligible applicants meet it.
What to Bring to Verify Your Income
The WIC office needs to confirm your identity, address, and income at your first visit. Gather these beforehand so you don’t need a second trip:6Illinois Department of Human Services. WIC – Make a Difference in Your Child’s Life
- Proof of identity: a driver’s license, photo ID, or the child’s birth certificate
- Proof of address: a utility bill, recent mail with a dated postal stamp, or a lease
- Proof of income: recent paycheck stubs or a tax form
- Proof of adjunctive eligibility, if applicable: your Medicaid card or a letter confirming SNAP or TANF enrollment
- Proof of pregnancy, if applicable: a note from your doctor, an ultrasound image, or a prenatal vitamin prescription
If you’re missing something on the day of your appointment, tell the staff. WIC offices generally allow 30 days after enrollment to provide missing paperwork.

Illinois WIC The certification appointment usually takes a single visit, and approved participants leave with an Illinois eWIC card that works immediately.
If your income changes after you’re enrolled, report it at your next visit. A raise that pushes you over the limit won’t cut off benefits mid-certification, but it will matter when you recertify. A job loss or reduction in hours works the other way: if you were over the limit before, you may be newly eligible now.
