A Willoughby Hills speed camera ticket is a civil penalty of $150, $200, or $300 depending on how fast you were going, and you have 30 days from the date the notice was mailed to pay it, request a hearing in Willoughby Municipal Court, or file an affidavit shifting liability to the actual driver. It will not put points on your Ohio license or show up on your driving record. Miss the 30-day window and you lose the right to contest the ticket at all.
What You Owe
Willoughby Hills uses three flat tiers based on how far over the posted limit the camera clocked you:
- 1 to 19 mph over: $150
- 20 to 29 mph over: $200
- 30 or more mph over: $300
That is the full penalty on the initial notice. No separate court cost or processing fee is tacked on at this stage.1City of Willoughby Hills. Photo Enforcement
How to Pay Within 30 Days
Payment within 30 days of the mailing date closes the matter. The city routes all payments through a third-party processor, not through City Hall and not through the Willoughby Municipal Court clerk, so do not try to pay at either counter.2Willoughby Municipal Court. Camera Tickets Three options:1City of Willoughby Hills. Photo Enforcement
- Online at reviewmynotice.com using the citation number on your notice.
- By phone at 1-978-522-6181, Monday through Friday, 8:00 a.m. to 4:30 p.m. Eastern.
- By mail with a check or money order payable to “Willoughby Hills OH Program,” sent to Willoughby Hills Speed Enforcement Ohio Program, PO Box 485, Beverly, MA 01915. No cash.
How to Contest the Ticket
If you want to fight the citation, you have the same 30 days from the mailing date to file a Request for Hearing with the Clerk of Court. You can submit it by mail to the Clerk, by fax to 440-953-4149, or in person at the Clerk’s window during business hours.3Willoughby Municipal Court. The court previously charged a $25 fee to request a hearing. Willoughby Municipal Court paused that fee in August 2025 after the Institute for Justice challenged it as a due process violation under the Ohio and U.S. Constitutions.4Institute for Justice. Willoughby Hills Fines and Fees Letter
When your notice arrives, read it closely before deciding. Ohio Revised Code 4511.097 requires the Notice of Liability to include your name and address as registered owner, the plate information, the specific violation and camera location, the date and time, copies of the recorded images, the penalty amount and payment deadline, the address of the court with jurisdiction, a signed statement from a reviewing law enforcement officer confirming a violation occurred, instructions for paying, contesting, and disclaiming liability by affidavit, and a warning that doing nothing counts as admitting liability.5Ohio Legislative Service Commission. Ohio Revised Code Section 4511.097 A missing element can be the basis of a challenge.
If Someone Else Was Driving
The ticket goes to the registered owner regardless of who was actually behind the wheel. Ohio Revised Code 4511.098 lets you shift that liability within the same 30-day window using one of two sworn affidavits:
- Name the driver. File an affidavit identifying the person who was operating the vehicle, with their name and address. That person becomes the party liable, and if they neither pay nor request a hearing within their own 30 days, they are deemed to have accepted liability.
- Report the vehicle or plates stolen. File an affidavit saying so, and be prepared to show a police report filed either before the violation or within 48 hours after it.
What Happens If You Ignore the Notice
After 30 days with no payment and no hearing request, the city mails a second notice adding a late fee to the original penalty, and at that point your right to contest the ticket is gone. You get another 30 days to pay the higher amount.1City of Willoughby Hills. Photo Enforcement The city does not publish the exact late fee amount.
If the second notice also goes unpaid, the debt is turned over to Municipal Collections of America, reachable at 1-877-751-7115. Collection agencies can add their own fees on top of what you already owe.
One thing that will not happen: the Ohio BMV does not currently list civil speed camera penalties among the violations that block vehicle registration renewal. The BMV’s block program covers unpaid parking tickets, failure-to-appear orders, and unpaid turnpike tolls, and automated speed enforcement is not on that list.7Ohio BMV. Registration Blocks
License Points and Insurance
These citations are civil penalties, not moving violations. No points are assessed against your Ohio driver’s license, and the violation does not appear on your driving record.5Ohio Legislative Service Commission. Ohio Revised Code Section 4511.097 Because nothing posts to your record, your auto insurer has no routine way to learn about the ticket through the channels it normally uses to pull driving history. The only real cost is the fine, plus any late fees or collection charges if you let it sit.
