Winnebago County Sales Tax: Rates, Exemptions, and Filing

The Winnebago County sales tax rate starts at 7.75% in unincorporated parts of the county and reaches 8.75% inside Rockford city limits. That total is built from the 6.25% Illinois state rate, roughly 1.5% in county-level additions, and whatever a given municipality adds on top. Because the municipal layer varies, the exact rate you pay depends on the street address of the store.

How the Rate Is Built

Every taxable retail sale in Illinois carries the 6.25% state retailers’ occupation tax.1Illinois Department of Revenue. What Are the Retailers’ Occupation and Use Tax Rates in Illinois On top of that, Winnebago County imposes a special county retailers’ occupation tax authorized under Illinois law, which counties can add in quarter-percent increments after voter approval for designated purposes such as public safety, public facilities, or transportation.2Illinois General Assembly. Illinois Compiled Statutes 55 ILCS 5/5-1006.5 – Special County Retailers Occupation Tax for Public Safety, Public Facilities, Mental Health, Substance Abuse, or Transportation Winnebago County has enacted a public safety sales tax and other levies that bring the county-level addition to roughly 1.5%.

Rockford, as a home-rule municipality, adds its own layer, including a 1% infrastructure improvement sales tax collected by the state.3City of Rockford. What You Pay the Full Rate On

Titled items like motor vehicles, trailers, watercraft, and aircraft work differently. Buyers usually pay use tax when titling the item with the appropriate state agency rather than paying sales tax to the dealer. The state rate on these items is still 6.25%, but local components and filing procedures differ from ordinary retail purchases.1Illinois Department of Revenue. Groceries After January 1, 2026

Illinois eliminated the 1% state-level grocery tax on January 1, 2026. Before that date, qualifying food for home consumption, which excludes hot prepared food, candy, soft drinks, and alcohol, was taxed at 1%. State law now allows municipalities and counties to impose their own 1% local grocery tax by ordinance. Where a local government adopts it, the rate on groceries stays the same as it was before the change. Retailers are responsible for checking whether the municipality or county where they operate has imposed this optional local grocery tax.5Illinois Department of Revenue.
