Wisconsin bear baiting regulations allow you to place bait from April 15 through the last day of bear hunting season, cap each station at 10 gallons of approved material, require full enclosure in a natural container, and ban animal parts and manufactured containers outright. The rules sit in Wisconsin Administrative Code NR 10.07, and conservation wardens inspect stations throughout the season. Most violations carry forfeitures up to $1,000.1Wisconsin State Legislature. Wisconsin Statutes 29.971 – Penalties
When Baiting Is Legal
The legal window opens April 15 and closes on the last day of bear hunting season in your zone.2Wisconsin State Legislature. Wisconsin Administrative Code NR 10.07 – Game and Hunting Place bait before April 15 or leave it out after the season ends, and you are in violation. There is no cleanup grace period.
The roughly five-and-a-half-month window exists so hunters can build a feeding pattern well before September, when most hunters start the process. Once your zone’s final hunting day passes, baiting must stop immediately.
Where You Can Place a Station
Every bait station must sit at least 50 yards from any trail, road, or campsite used by the public. If the nearest road has a posted speed limit of 45 miles per hour or more, the setback grows to 100 yards.2Wisconsin State Legislature. Wisconsin Administrative Code NR 10.07 – Game and Hunting The setbacks apply statewide on both public and private land.
Wisconsin does not limit how many stations one hunter can run. That is unusually permissive, and in practice your real constraints are the 10-gallon-per-site volume cap and the time it takes to visit each site. On private land, get the landowner’s permission first. On public land, including state forests and federal territory, check for additional access rules the land manager may impose on top of the DNR standards.
What You Can and Cannot Use as Bait
Wisconsin regulates by prohibition rather than by listing legal foods. Most hunters use grains, fruits, vegetables, and baked goods, which the DNR identifies as standard legal choices.3Wisconsin Department of Natural Resources. Wisconsin Bear Baiting and Feeding Regulations
Two categories are banned outright.
Animal parts and byproducts cannot go into a bait pile. That means no meat, bones, fat, grease, feathers, or skin. The rule exists primarily to limit disease transmission between wildlife populations.2Wisconsin State Legislature. Wisconsin Administrative Code NR 10.07 – Game and Hunting
Processed containers and materials are also prohibited. Bait cannot contain or sit inside anything made of metal, paper, plastic, glass, processed wood, or similar manufactured materials. The one carve-out: you may attach a processed-wood bottom to a hollow log or stump with nails, screws, or adhesive to hold the bait in place.3Wisconsin Department of Natural Resources. Wisconsin Bear Baiting and Feeding Regulations
A common mistake is hauling bait to the site in a five-gallon plastic bucket and leaving the bucket there. Even if the bucket is only holding the bait, that is a violation. Empty the material into a natural enclosure and carry the bucket out.
How to Build a Legal Station
Each station is capped at 10 gallons of bait at any one time, counting everything already on site, not just what you dropped off on your latest visit.2Wisconsin State Legislature. Wisconsin Administrative Code NR 10.07 – Game and Hunting Wardens measure during inspections, so don’t eyeball it.
All solid bait must be fully enclosed in a hollow log, a hole dug in the ground, or a stump, then capped with logs, rocks, or other natural, unprocessed materials. The point is to keep deer out. Each time you return to the site, any material that has become uncovered must be re-enclosed before you leave.3Wisconsin Department of Natural Resources. Wisconsin Bear Baiting and Feeding Regulations Exposed bear bait effectively becomes illegal deer feed, and wardens treat it accordingly.
Liquid scent follows slightly different rules. It does not need to be enclosed, but it still counts toward the 10-gallon limit.3Wisconsin Department of Natural Resources. Wisconsin Bear Baiting and Feeding Regulations The scent carve-out also lets you store or apply liquid using manufactured containers without running afoul of the processed-materials ban. Just don’t leave the container at the site.
Automatic, mechanical, and gravity-fed dispensers are prohibited.2Wisconsin State Legislature. Wisconsin Administrative Code NR 10.07 – Game and Hunting You have to physically visit the site each time you add bait.
Rules for Training Bear Dogs
Baiting rules for dog training are identical to the rules for hunting. The same April 15 through end-of-season window applies, along with the same volume limits, enclosure requirements, material restrictions, and distance setbacks.3Wisconsin Department of Natural Resources. Wisconsin Bear Baiting and Feeding Regulations If a station violates any rule, you cannot hunt or train dogs over it unless the area has been completely free of bait for at least 10 consecutive days.
Dogs used for bear hunting must also meet Wisconsin’s licensing and vaccination requirements. A conviction for hunting or training with a non-compliant dog can revoke your Class A bear license and bar you from a new one for three years.1Wisconsin State Legislature. Wisconsin Statutes 29.971 – Penalties
Penalties for Violations
Wisconsin sorts bear-related penalties into two tiers. Most baiting infractions fall into the general bear-hunting violation category, which carries a forfeiture of up to $1,000.1Wisconsin State Legislature. Wisconsin Statutes 29.971 – Penalties That covers exceeding the 10-gallon limit, using prohibited materials, placing bait inside the setback, or failing to enclose the station.
Hunting bear without a valid Class A license is the harsher tier. A first offense carries a fine between $1,000 and $2,000, up to six months in jail, or both. A subsequent offense tops out at a $10,000 fine and up to nine months of imprisonment. On top of fines or jail, the court must revoke all your hunting approvals and bar you from any new hunting license for three years.1Wisconsin State Legislature. Wisconsin Statutes 29.971 – Penalties
Removing illegal bait after the fact will not get you off the hook. The DNR is explicit: the violation attaches when the unlawful material is placed, not when a warden finds it.3Wisconsin Department of Natural Resources. Wisconsin Bear Baiting and Feeding Regulations Fix a non-compliant station the moment you notice the problem, but understand that a warden who documented it earlier can still write a citation.
