Wisconsin Duplicate Car Title: Apply Online, $20 Fee, Lien Rules

You can request a Wisconsin duplicate car title online through the Department of Transportation’s eMV Public service for a $20 fee, and the replacement is mailed to you within seven to ten business days. The online route works if you’re the registered owner, the vehicle has no active lien, and the system can match your VIN.

What You Need Before You Start

WisDOT’s online replacement title service is on wisconsindot.gov. To sign in, have one of the following ready:

  • Your Wisconsin driver’s license or ID card number, the last four digits of your Social Security number, and your date of birth.
  • If you don’t have a Wisconsin license or ID, your full name, complete Social Security number, and date of birth.
  • For a business owner, the legal business name, ZIP code, and Federal Employer Identification Number.1State of Wisconsin Department of Transportation. Title and Register Your Vehicle With eMV Public

You’ll also need the vehicle’s VIN. If the system can’t recognize the VIN, the online application won’t go through and you’ll have to submit the request by mail instead.2State of Wisconsin Department of Transportation. Replace Your Title, Plates or Stickers

Who Can Use the Online System

Only the registered owner can file online. Wisconsin dealers are specifically prohibited from using the portal. If a lienholder is listed on the title, you can’t apply online at all; you have to go through the lender (more on that below).2State of Wisconsin Department of Transportation. Co-ownership matters too. If the title lists owners joined by “and,” every owner has to sign, which rules out a one-person online submission. If the names are joined by “or,” any single owner can apply on their own.3State of Wisconsin Department of Transportation. Replacement Title Application MV2119

Paying the $20 Fee

The replacement title costs $20 whether you apply online, by mail, or in person. Online, you can pay by:

  • Credit or debit card, which adds a convenience fee.
  • PayPal, which also carries a convenience fee.
  • ACH transfer directly from a checking or savings account, which carries no convenience fee.2State of Wisconsin Department of Transportation. Replace Your Title, Plates or Stickers

ACH is the cheapest way to pay. If you want to skip the surcharge entirely, have your routing and account numbers handy before you start.

When the Title Will Arrive

Once your online application is accepted, WisDOT mails the replacement title to the address on your record. Expect it within seven to ten business days.2State of Wisconsin Department of Transportation. Replace Your Title, Plates or Stickers The online system does not produce a same-day or printable title; everything comes by mail.

If you need the title faster, an in-person visit to a DMV customer service center that prints titles on site can sometimes produce one the same day. The in-person fee is $25 (the $20 title fee plus a $5 counter service fee), and not every DMV office handles replacement titles, so call ahead before you drive over.4State of Wisconsin Department of Transportation. If There’s a Lien on Your Vehicle

This is the single most common reason an online request fails. For any lien filed on or after July 30, 2012, Wisconsin sent the paper title directly to the lender when the vehicle was financed; you received a Confirmation of Ownership instead. While that lien is active, you cannot apply for a duplicate title through eMV Public or any other channel. Contact the lender for title-related requests.5State of Wisconsin Department of Transportation. Lien Holder Information

After the loan is paid off, the lender releases the lien and WisDOT mails the paper title to you. If that title then goes missing, you’re eligible to request a duplicate online.

For older liens filed before July 30, 2012, the paper title may have been in your hands all along. If you’ve lost one of those, you can apply for a replacement title and have the old lien cleared at the same time.5State of Wisconsin Department of Transportation. Lien Holder Information

If You Can’t Apply Online

When the online option is closed to you (because the VIN isn’t recognized, because a co-owner has to sign, or because you prefer paper), download Form MV2119, the Replacement Title Application, from the WisDOT site. The form asks for your identifying details and the vehicle’s VIN, year, make, body type, color, and license plate number.3State of Wisconsin Department of Transportation. Mail the completed form with a $20 check or money order payable to “Registration Fee Trust” (no cash) to:
