A Wisconsin Tax ID number is the account number the Wisconsin Department of Revenue (DOR) assigns when you complete a Business Tax Registration. You apply online at tap.revenue.wi.gov/btr or by mailing Form BTR-101, pay a $20 fee that covers two years, and typically receive your number by email within one to two business days.1Wisconsin Department of Revenue. Do You Actually Need One
Wisconsin law requires a seller’s permit for every person or business making retail sales of taxable goods or services in the state. Under Wisconsin Statutes section 77.52, you file an application for each location where you operate as a seller.3Wisconsin State Legislature. Wisconsin Statutes 77-52 – Imposition of Retail Sales Tax That sweeps in brick-and-mortar retailers, service providers whose services are taxable, and nonprofits once their sales exceed the exemption threshold.
Out-of-state sellers hit the same requirement when their gross sales into Wisconsin exceed $100,000 in the current or previous calendar year. Gross sales include everything shipped into the state, whether taxable, exempt, or for resale.4Wisconsin Department of Revenue. Remote Sellers – Wayfair Decision Wisconsin dropped its 200-transaction threshold in 2021, so the dollar figure is the only test now.
Employers register separately. If you pay wages to anyone working in Wisconsin, section 71.64 of the statutes requires you to withhold state income tax and remit it to the DOR, and you need a withholding account open before your first payroll.5Wisconsin State Legislature. Wisconsin Code 71 – Section 71.64 Businesses that sell or distribute alcohol, cigarettes, or tobacco need the BTR to activate their excise tax accounts.2Wisconsin Department of Revenue. Operating without a valid permit is a misdemeanor, and the exposure is personal: corporate officers, LLC members, and partners can face criminal liability as responsible individuals.3Wisconsin State Legislature. Wisconsin Statutes 77-52 – Imposition of Retail Sales Tax
What to Gather Before You Start
Both the online system and the paper Form BTR-101 ask for the same information.6Wisconsin State Legislature. Wisconsin Administrative Code Tax 11.002 – Application for Sellers Permit or Use Tax Certificates Have these ready:
- Your federal identifier. Sole proprietors use a Social Security Number; LLCs, corporations, and partnerships use a Federal Employer Identification Number.
- The legal name of the business, matching what’s on file with the Wisconsin Department of Financial Institutions if the entity is registered there.
- The first date you will make taxable sales or purchases, and separately the first date you will pay employees. These dates set when your filing obligations begin.
- Your six-digit NAICS industry classification code, which you can look up through the Census Bureau’s search tool.
- Your ownership type: sole proprietorship, LLC, corporation, partnership, or other.
- A mailing address and the physical business location. A PO Box works for mail but not for the business location field.
The form also asks whether you’ll sell specific items at each location, including food and beverages in Milwaukee County, short-term vehicle rentals, dry cleaning, or prepaid wireless. Your answers decide which tax accounts the DOR opens on your registration.7Wisconsin Department of Revenue. Application for Wisconsin Business Tax Registration
Applying Online or by Mail
The fastest route is the DOR’s online Business Tax Registration at tap.revenue.wi.gov/btr. After you submit, an email with your account number usually arrives within one to two business days, and the physical certificate follows by mail in seven to ten business days. The certificate also becomes available to print from the My Tax Account portal once it has been mailed.1Wisconsin Department of Revenue. Business Tax Online Registration
If you prefer paper, mail the completed BTR-101 to the Department of Revenue in Madison, or bring it to any DOR office for counter service. Paper takes longer to process.8Wisconsin Department of Revenue. Business Tax Registration
The $20 fee is the same either way, and it covers every tax type on the application in one payment. Online filers pay by electronic check or credit card; paper filers enclose a check.2Wisconsin Department of Revenue. BTR-114 Business Tax Registration Application for Registration Instructions
Using the Number to Buy Inventory Tax-Free
A seller’s permit number lets you buy goods for resale without paying sales tax to your supplier. You give the supplier a completed Form S-211 (Wisconsin Sales and Use Tax Exemption Certificate) listing your permit number, your business name, and a description of what you’re buying.9Wisconsin Department of Revenue. Wisconsin Sales and Use Tax Exemption Certificate – Form S-211
You can issue a single-purchase certificate or a continuous certificate covering future qualifying purchases from the same supplier. Suppliers keep the certificates in their own records rather than filing them with the DOR. Misusing a certificate to avoid tax on a purchase you know isn’t exempt carries a $250-per-invoice penalty.10Wisconsin State Legislature. Wisconsin Administrative Code Tax 11.14 – Section: Tax 11.14(15)(b)
What Comes After Registration
Getting the number is the beginning of your filing calendar, not the end of the task. The DOR assigns a sales and use tax filing frequency — monthly or quarterly — based on your expected volume. Returns are due the last day of the month after the reporting period, and a $20 late filing fee applies even when you owe no tax.11Wisconsin State Legislature. Wisconsin Statutes 77-60 – Interest and Penalties
Employers get a separate withholding deposit frequency (quarterly, monthly, or semi-monthly) and must file an electronic deposit report on Form WT-6 every period, including periods with no withholding. An annual reconciliation on Form WT-7, with W-2s and any 1099s showing Wisconsin withholding, is due by January 31.
Renewal
Your BTR certificate is valid for two years from the date of issue, with a $10 renewal fee for each subsequent two-year period.8Wisconsin Department of Revenue. Business Tax Registration The DOR mails a renewal notice before expiration. Operating on an expired certificate carries the same misdemeanor risk as operating with no permit, so mark the expiration date somewhere you’ll see it.3Wisconsin State Legislature. Two Situations the Standard Registration Doesn’t Cover
If you’re buying an existing Wisconsin business rather than starting one, registering yourself isn’t enough. Successor liability can transfer the previous owner’s unpaid sales and use tax to you by operation of law, no matter what your purchase agreement says. Request a Sales and Use Tax Clearance Certificate from the DOR after closing, and withhold enough of the purchase price to cover any potential liability until that certificate arrives.12Wisconsin Department of Revenue. Successor Liability and Clearance Certificates
Closing a business also requires more than letting the registration lapse. File final sales/use and withholding returns within 30 days of your closure date, and submit W-2s and the WT-7 reconciliation in that same window. You can close accounts through tap.revenue.wi.gov/mta, by email to the relevant DOR division, or by calling (608) 266-2776.13Wisconsin Department of Revenue. Closing a Business
