WV Proof of Residency: Accepted Documents, Rules, and Affidavit

WV proof of residency requires two documents that show your full legal name and a physical West Virginia street address. The Division of Motor Vehicles sorts acceptable documents into two lists, List B and List C, and you must bring either two List B documents or one List B paired with one List C. Two List C documents will not satisfy the requirement.¹

List B Documents

List B carries the most weight. Any two of these together will complete your proof of residency:

A utility bill for electric, gas, water, or similar service, dated within the last 60 days. Termination notices do not count.
A federal or state tax document showing a West Virginia address, including a W-2 no more than 18 months old, or a 1099.
A mortgage statement, homeowner insurance policy, proof of home ownership, or a residential lease agreement.
A West Virginia voter registration card.
A valid West Virginia vehicle registration card.
A West Virginia weapons permit.
A Homestead Tax exemption document or proof of West Virginia public assistance.
The DMV’s Affidavit of West Virginia Residency, when someone in your household vouches for you.

Applicants under 18 can also use a Driver’s Eligibility Certificate, provided it shows a West Virginia street address.¹

List C Documents

List C items can fill only one of your two slots. You always need at least one List B document alongside them.

A pay stub from a West Virginia employer showing your current physical address. Handwritten stubs are not accepted.
A bank statement from a West Virginia financial institution.
A West Virginia auto insurance card.
A letter from a homeless shelter, rehabilitation center, nursing home, hotel, Job Corps, or similar facility confirming you live there. It must include the facility’s physical address. Letterhead is preferred but not required.
A Social Security benefits letter.
A West Virginia professional license.
A college admissions letter showing the applicant as an in-state resident.
A post office letter confirming a new physical West Virginia address assigned to you.
A hunting license, Selective Service card, dealer temporary registration, license renewal form, or 911 address letter.

This is where applications get rejected most often. Two bank statements will not work. A bank statement plus a pay stub will not work. Bring at least one List B document.¹

Rules Every Document Must Meet

Four rules apply on top of the list categories, and each one causes wasted trips to the DMV.

Recurring documents like utility bills and bank statements must be dated within 60 days of your visit. A W-2 has a longer window at 18 months, but most other paperwork needs to be recent.¹

Every document needs a physical street address. A P.O. Box on its own is rejected.

You cannot submit two documents from the same company. Two consecutive electric bills from the same utility count as one source, not two.

For W-2 forms, the DMV requires the original. A photocopy is not accepted.²

Married applicants can use documents that are in a spouse’s name, but only if they also present a certified marriage certificate.

If You Don’t Have Bills In Your Own Name

Minors, adult dependents, recent arrivals, and anyone whose bills and lease are in someone else’s name have two ways to satisfy the requirement.

The Residency Affidavit

The Affidavit of West Virginia Residency lets a homeowner or leaseholder confirm that you live at their address. That person, usually a parent, guardian, or other household member, must come to the DMV in person with their own valid ID and their own two proofs of residency.³ The affidavit itself counts as a List B document, so you pair it with one other document from either list.

The form carries a warning that false information can bring criminal and civil penalties, including suspension of driving privileges or cancellation of an ID card. The person signing is putting their own record on the line.

Shelter and Facility Letters

If you live in a shelter, transitional housing, nursing home, rehabilitation center, or similar facility, a letter from that facility confirming your residency works as a List C document. The letter must show the facility’s physical address and state that you currently live there. Because this is a List C item, you still need one List B document alongside it. A voter registration card or the residency affidavit is often the most workable second piece.¹

REAL ID Uses the Same Residency Documents

A common assumption is that a REAL ID needs stricter residency proof than a standard card. It does not. Both credentials require the same two proofs of West Virginia residency, drawn from the same List B and List C.²

The extra REAL ID paperwork sits elsewhere: proof of legal presence (such as a birth certificate, passport, or immigration document) and proof of your Social Security number. The residency portion is identical.

The 30-Day Clock For New Residents

If you have just moved to West Virginia, you have 30 days after establishing residency to apply for a West Virginia driver’s license, and you must surrender your out-of-state license as part of the application.⁴

Your vehicle also needs to be titled and registered within that same 30-day window. New residents who title within 30 days qualify for an exemption from the privilege tax that otherwise applies to vehicle titling; miss the deadline and you will owe that tax on top of the standard fees.⁵ Gathering your two residency documents early in the move helps you clear both deadlines at once.
