To get a REAL ID in West Virginia, you visit a DMV regional office in person with original documents proving your identity, your Social Security number, and two documents proving your West Virginia residency, and you pay a $10 surcharge on top of the standard license fee. Proof of Identity
You need one primary identity document. For most U.S.-born applicants, that is a certified birth certificate issued by a state vital records office or a valid, unexpired U.S. passport. If you were born outside the United States, acceptable documents include a Permanent Resident Card (Form I-551), an Employment Authorization Document (Form I-766), a Certificate of Naturalization (Form N-550 or N-570), a Certificate of Citizenship (Form N-560 or N-561), a Consular Report of Birth Abroad, or a foreign passport with a valid U.S. visa and approved I-94 form.1West Virginia Department of Transportation. If your current legal name differs from the name on your identity document, you need certified paperwork covering every change in the chain: certified marriage certificates for each marriage, certified divorce decrees, or court orders. Proof of Your Social Security Number

Two Proofs of West Virginia Residency
You need two separate documents showing your current physical West Virginia address. PO Boxes are not accepted. Acceptable items include utility bills, a voter registration card, or a residential lease agreement. How to Apply
First-time REAL ID applicants must apply in person at a DMV regional office so a representative can verify the original documents. Before your visit, download and pre-fill form DMV-DS-23P, the Application for a Driver’s License or Identification Card.3West Virginia Division of Motor Vehicles. At the appointment, the representative reviews your original documents and takes a new photograph. You leave with a temporary paper credential valid for 60 days. Fees
West Virginia charges $5.00 per year for however many years remain until your age is next divisible by five. If you renew at age 22, for example, your license runs until your 25th birthday, so three years at $5 comes to $15.5WV Division of Motor Vehicles. Choosing a REAL ID adds a $10 surcharge for processing and shipping on top of the base fee.4WV Division of Motor Vehicles. Renewing or Upgrading From a Standard License
If you already hold a REAL ID and nothing has changed with your name or address, you can renew online, at a DMV kiosk, or in person with either your current card or your renewal notice. If you currently hold a standard (non-compliant) West Virginia license and want to upgrade to a REAL ID before your normal renewal date, you apply as a duplicate applicant. That means bringing the full document package: one proof of identity, one proof of Social Security number, two proofs of West Virginia residency, and any name-change documents if your name has ever changed.4WV Division of Motor Vehicles. Cards are mailed to the address on your application. Online renewals may take 30 to 45 days to arrive.
When You Actually Need a REAL ID
Since May 7, 2025, a non-compliant West Virginia license no longer gets you through a TSA airport checkpoint, and you need a REAL ID or acceptable alternative to enter secure federal facilities and military installations that require ID for access.6Transportation Security Administration. You do not need a REAL ID to drive, to vote or register to vote, to apply for or receive federal benefits like Social Security or VA benefits, to access hospitals or emergency services, or to enter federal facilities that don’t require ID for general access, such as post offices.8Department of Homeland Security. Alternatives That Also Work
A REAL ID is not the only ID that gets you through airport security. TSA also accepts a valid U.S. passport or passport card, a U.S. military ID, a Permanent Resident Card, DHS Trusted Traveler cards such as Global Entry, NEXUS, or SENTRI, a Transportation Worker Identification Credential, a DHS-designated enhanced driver’s license, and tribal photo IDs issued by a federally recognized tribe.9Transportation Security Administration.
