Zell Miller Scholarship: Requirements, GPA, and Residency Rules

To qualify for the Zell Miller Scholarship, a Georgia high school graduate needs at least a 3.7 GPA in core academic subjects, four rigor credits, and a 1,200 SAT or 25 ACT from a single test sitting, plus Georgia residency. The scholarship covers full standard undergraduate tuition at public colleges in the University System of Georgia and the Technical College System of Georgia, and pays a fixed amount at eligible private institutions. Students who don’t qualify straight out of high school can still earn it in college by hitting a 3.3 postsecondary HOPE GPA at a checkpoint.

What You Need Out of High School

The Georgia Student Finance Commission recalculates every applicant’s GPA using its own standardized formula, counting only English, math, science, social studies, and foreign languages. Whatever weighting your high school applies to electives won’t necessarily carry over, so a 3.7 on your school transcript isn’t the same number the commission will see. The threshold is 3.7 in that recalculated core GPA.

You also need at least four rigor credits earned before graduation. Those come from Advanced Placement courses, International Baccalaureate classes, or dual enrollment courses taken at a college while still in high school. Certain advanced math and lab science courses, including chemistry and physics, count as well.

On top of the GPA and rigor requirements, you need qualifying test scores from one sitting of the SAT or ACT. The SAT threshold is a combined 1,200 on math and evidence-based reading and writing. The ACT threshold is a composite of 25 for students graduating after December 31, 2023.1GAfutures. Zell Miller Scholarship – Initial Academic Eligibility The ACT number can shift year to year because it tracks the latest concordance guide from the College Board and ACT, with updates posted by January 15 for the upcoming award year.

You cannot superscore across test dates. Both scores have to come from the same national testing session, official reports have to be sent directly to the Georgia Student Finance Commission, and all testing must be done before your graduation date.

Earning It in College Instead

Missing the high school benchmarks does not close the door. Students already enrolled in college can earn the scholarship by posting a 3.3 postsecondary HOPE GPA at any of three checkpoints: 30, 60, or 90 attempted semester hours (or 45, 90, and 135 quarter hours).2GAfutures. Zell Miller Scholarship Academic Eligibility in College Hit the 3.3 and the scholarship kicks in going forward from that term.

Remedial or “Learning Support” courses sit outside this calculation. The scholarship won’t pay for them, and their credit hours don’t count toward your attempted hours or your HOPE GPA.3Georgia Student Finance Commission. Zell Miller Scholarship Program at Public and Private Institutions

Keeping the Scholarship Once You Have It

The same 3.3 HOPE GPA threshold is what keeps the award. Your GPA is checked at the 30, 60, and 90 attempted-hour marks. If it drops below 3.3 at a checkpoint, you lose the scholarship, but you can regain it one time by bringing your GPA back up by a later checkpoint.2GAfutures. Homeschool and Non-Accredited High Schools

If you complete an accredited home study program or graduate from a high school that doesn’t meet Georgia’s eligibility standards, the testing bar is higher. You need a composite score in the 93rd percentile or above on a single administration of the SAT or ACT by the time you finish your program, and SAT essay scores don’t count.4Georgia Student Finance Commission. 2025-2026 Zell Miller Scholarship Program Regulations

Home-schooled students who didn’t initially qualify can still earn the scholarship retroactively by posting a 3.3 college GPA after attempting 30 semester hours (or 45 quarter hours) of degree-level credit, provided they also scored at least 1,200 on the SAT or 26 on the ACT by the time they completed their program.1GAfutures. Georgia Residency

You have to be a Georgia resident. The Georgia Student Finance Commission evaluates residency based on how long you or your parent have lived in the state, with specific duration requirements depending on whether you’re classified as a dependent or independent student.

Military families have a built-in exception. If a service member is stationed in Georgia on active duty or lists Georgia as their home of record, the service member, their spouse, and their dependent children all qualify as Georgia residents for scholarship purposes.5Georgia Student Finance Commission. What the Scholarship Actually Pays

At public institutions in the University System of Georgia or the Technical College System of Georgia, the Zell Miller Scholarship pays the full standard undergraduate tuition rate on a per-credit-hour basis, up to 15 hours per term.3Georgia Student Finance Commission. Zell Miller Scholarship Program at Public and Private Institutions It covers tuition only. Mandatory fees, textbooks, housing, and meal plans are still your responsibility.

At eligible private colleges and universities, the award is a fixed amount rather than full tuition. For fiscal year 2026, full-time students on a semester system taking 13 to 15 credit hours receive $2,985 per term, and students taking 7 to 12 hours receive $1,493 per term. On a quarter system, the amounts are $2,034 and $1,017.6Georgia Student Finance Commission. FY 2026 Award Amounts At private institutions, this rarely covers the full tuition bill.

When Eligibility Ends

Even with a strong GPA, the scholarship has hard limits. Eligibility ends when any of the following happens first:7GAfutures. Limits and Expiration of Eligibility for the Zell Miller Scholarship

  • You reach 127 attempted semester hours (or 190 quarter hours) of degree-level credit after high school graduation, including non-degree credits accepted into a degree program.
  • You accumulate 127 semester hours (or 190 quarter hours) in which you received payment from the HOPE Scholarship, Zell Miller Scholarship, HOPE Grant, or Zell Miller Grant combined. Hours paid during dual enrollment in high school count toward this cap.
  • You earn a bachelor’s degree, whether or not you used scholarship funds while pursuing it.

A separate time limit applies to students whose first HOPE Scholarship payment fell between Summer 2011 and Spring 2019: those students have seven years from their high school graduation date to use the award.3Georgia Student Finance Commission. Zell Miller Scholarship Program at Public and Private Institutions Active-duty service in the U.S. Armed Forces during the seven years can be added to that window on request, and students with a qualifying disability under the Americans with Disabilities Act who could not enroll full-time may also request a limited extension if they meet documentation and enrollment requirements.

How to Apply

Applications go through the GAfutures portal. You can file the Georgia Student Finance Application, a state-specific form on the GAfutures website, or submit the Free Application for Federal Student Aid, which also establishes your eligibility for federal aid. Both require detailed residency and financial information.

The deadline for a given term is the last day of that school term or your withdrawal date, whichever comes first.8GAfutures. Application Procedure and Deadline for the Zell Miller Scholarship Applying earlier means earlier disbursement, and individual colleges often set their own earlier deadlines, so check with your financial aid office. Once the commission verifies your GPA, test scores, and residency, funds go directly to your institution and are applied against your tuition balance. You won’t receive a check; watch your school’s financial aid portal to confirm the money has posted.
